Training - Peer-to-Peer Investigations

The ICAC Training & Technical Assistance Program, in cooperation with the agencies that comprise the ICAC Task Force and their federal partners, is continuously looking to offer new tools and make available techniques that improve the investigative landscape for local, state and federal Task Force members and their affiliates.  Our Program is currently teaching the RoundUp tool in its peer-to-peer investigative training programs but is willing to work with any agency requesting technical assistance to teach various other tools.  RoundUp is yet another tool that can be added to the ICAC Task Force Program’s arsenal of peer-to-peer file sharing investigative tools.  Law enforcement can use this tool to investigate the use of peer-to-peer file sharing networks while incorporating many of the techniques learned from previous successful operations.  Length of program is 2½ days.

Target Audience: This training is open to state, local and federal law enforcement investigators.  State and local agency registrants must be a member of a Regional ICAC Task Force or Affiliate Agency. Federal participants will receive consideration on a case-by-case basis. International participants are not being accepted at this time.

Course Costs

Regional Programs:  Student tuition, course materials, lodging and instructional costs are paid for this program by the ICAC Task Force Training and Technical Assistance Program. Participants are responsible for transportation, meals, parking, and incidental expenses. The participant is also responsible for paying for additional lodging nights outside that allotted for the training program.

Federal Employees:  The ICAC Training & Technical Assistance will pay for tuition, student materials, and instructional costs for Federal employees who obtain the appropriate approvals and wish to attend this training.  However, current program guidelines prohibit us from expending grant funds to pay lodging expenses for Federal employees.

Technical Assistance Programs: Student tuition, course materials and instructional costs are paid by our Program, the hosting agency or the participant's sponsoring agency depending upon the funding circumstances.  Participants are typically responsible for paying for lodging, transportation, meals, parking and incidental expenses but some or all of these expenses may be covered by the participants sponsoring agency dependent upon the funding circumstances.

Pre-Requisite

You must have prior experience conducting peer-to-peer network investigations or tracing IP addresses prior to applying to attend this training program.

Registration Process

Regional Programs:  State and local agency participants must obtain authorization from their Regional ICAC Task Force prior to registering for this class AND be a member of either a Task Force or Affiliate Agency for that Task Force.  Federal participants must obtain authorization from the ICAC Training & Technical Assistance Program prior to registering.  The participant is responsible for any fees incurred by this program if the proper approval is not obtained.

An ICAC Task Force in whose region a training program is scheduled will be offered up to 5 of the 30 available seats in the class. The seat allocation will be at the discretion of the Director of the Training & Technical Assistance Program.  The remaining seats will be filled on a “first come, first served” basis, 1 per Task Force until all seats are filled. Upon reaching the registration deadline, any remaining seats will be filled equitably by Task Force members who have submitted registration forms beyond the designated allocation.

Technical Assistance Programs:  State and local agency participants must obtain authorization from their Regional ICAC Task Force as well as from the Hosting Agency prior to registering for this class AND be a member of either a Task Force or Affiliate Agency for that Task Force.  Federal participants must obtain authorization from the ICAC Training & Technical Assistance Program prior to registering.  The participant is responsible for any fees incurred by this program if the proper approval is not obtained.
